Stato ed economia nelle riflessioni sulla genesi e i caratteri del "moderno capitalismo": prodromi di una rilettura

Questo contributo si sofferma sui limiti di un'interpretazione del "capitalismo moderno", costruita sull'ipotesi dell'estraneità dello Stato e del sistema istituzionale e incentrata in maniera esclusiva sul ruolo del laissez faire. Com'è noto questa interpretazione viene ricondotta alla Wealth of Nations di A. Smith. Il fondatore dell'economia politica classica costruisce un apparato analitico, in grado di mettere a fuoco i caratteri differenziali del nuovo sistema economico rispetto a quelli che l'avevano preceduto. La sua insistenza sul mercato e sugli individui ha questa essenziale funzione analitica, ma non può essere considerata come una rappresentazione della realtà dei suoi tempi. Nella seconda parte del saggio e nelle conclusioni si evidenzia la consapevolezza del ruolo dello Stato da parte di Smith (e degli economisti classici in generale) e l'impoverimento analitico del discorso dell'economics mainstream, imperniato sulla categoria dell'homo oeconomicus.

This paper is focused on the limits of an interpretation of "modern capitalism" built on the hypothesis of the exclusive role of laissez faire and of the irrelevance of the State. As is well known, such an interpretation has been traced back to Smith's Wealth of Nations. However, it tends to ignore that A. Smith's aim was to create a scientific structure which could emphasize the distinctive characters of the modern economy compared with that of previous societies. As a consequence, his emphasis on the individuals' activities and on the market was the outcome of a scientific choice in order to explain the roots of the new economic organization. The representation of the reality in its historical context is a different thing and cannot be reduced to an analytical structure built for heuristic ends. In the second part of the paper and in my conclusions I emphasize not only Smith's awareness of the significant role of the institutional system, but also the analytical impoverishment of mainstream economics determined by the exclusive use of the homo oeconomicus category, in order to explain the modern economy.
